Added MSLP/10 m Wind and 2 m Dewpoint maps to ECMWF-MAXRES.

Upgraded ECMWF-EPS-MAXRES to 0.2 degrees for entire run. Previously, hours 0-240 were 0.25 degrees and hours 246-360 were 0.5 degrees.
