New short term parallel (testing) model added.  The 03, 09, 15, 21z cycles go out 39 hours (others just to 21).  Find under Short ---> RAP ---> RAP PARA

NCEP upgraded the HRRR and RAP starting with the 12z cycle.  HRRR now extends to 18 hrs and RAP to 21 hrs.  HRRR-PARA will be removed because it is now the operational model.
